Best Ontario Online Casinos: What Ontario Casinos Taught Me About Risk, Reward and Reality
ConnexOntario 19+ OnlyOver the past 20 years, some of my evenings involved either blackjack sessions at online casinos or catching a game while placing a few bets. But in 2022, everything shifted when Ontario's regulator, the AGCO, officially opened the doors to legal online casinos. Some of the 70+ licensed Ontario casinos were familiar, others completely new. As a casual player, I've tried more than a dozen brands over the years but I've never dug as deep as I did to put this article together. For those curious about where to play, here's my breakdown of the best Ontario online casinos and how they stack up against one another.
The Ontario casinos listed below are ranked in order of safety, game selection, legal compliance and many other factors that I'll cover later.
Ranking All 71 Licensed Ontario Casinos - My Rating & Takeaways
The Ontario iGaming market is continuing to grow, but as of now, I've ranked the following sites and will continue to add to the list as I rate and evaluate other casinos that now hold an AGCO license.
-
Jackpot City Casino Ontario: Old & Trusted Brand with Some Legal Run-ins
Multiple Casino of the Year Award Winner, one of the longest operating brands in Canada, now licensed in Ontario. Focus on "Mega Moolah" slots with many notable Jackpot winners. This casino deserves a top spot amongst Ontario casinos.
The Best? Owned by Super Group Limited (SGHC) - A public company worth more than $5BLN on the stock market today! Verified stories of big bets, a player recently bet $10 and won more than $1MLN.
The Worst? Many legal violations for not adhering to responsible gambling regulations. I don't think it affects the player experience, but not sure why such a gigantic company would not want to improve their responsible gambling policies?

-
Wheel of Fortune Ontario: No Live Games and Some Legal Concerns
Licensed by the AGCO with over 1,000 games, many themed around Wheel of Fortune, but with some areas of the concern. I've got to criticise the lack of live dealer games, which maybe be a deal-breaker for some.
The Best? Fans of the TV show may love the themed games and catchphrases that set this Ontario online casino apart from the crowd.
The Worst? Wheel of Fortune's operator BetMGM Canada has been hit by the AGCO with a $110,000 fine for violating provincial gaming standards and there's a lawsuit against software firm IGT. I would say the games developer of the casino being in a deception lawsuit is pretty alarming.

-
OLG Casino Ontario: Trustworthy Reputation and Top Games
Founded in 2015, with a solid reputation and more experience than any other Ontario online casino. OLG Casino Ontario has PlaySmart tools; I've got to salute its strong stance on responsible gambling. And it's expanded its games portfolio to include top studios such as Pragmatic Play and Games Global.
The Best? As the only provincially run casino on the list, OLG Casino Ontario has a firm commitment to responsible gambling that makes it one of the best Ontario casinos for safe gaming.
The Worst? Auto-spin/play features are missing from games at this site. While I don't think this is the end of the world it might be off-putting for some players who like to enjoy a coffee while a game spins itself.

Spin Casino Ontario: No Limits on Withdrawals, but Some Legal Difficulties
One of many casinos that's under the wing of CADTREE LIMITED (part of Super Group), with games by OnAir Entertainment, Games Global, and Pragmatic Play. I like the broad range of gaming options, with not just many slots, but also regular/live table games, and a site optimised for mobile devices.
The Best? I've got to admire the absence of withdrawal limits. Nothing's worse than winning a bundle and having to withdraw it piecemeal over days or weeks.
The Worst? It doesn't affect Spin Casino Ontario directly, but another Super Group site (Betway UK) has been subject to fines for advertising on child-friendly pages and AML/social responsibility failures. I don't get why such a big firm would make such mistakes, but it seems to have learned its lesson, with responsible gaming tools available here.

-
Royal Vegas Ontario: Welcomes Low Deposits, but may Change Terms and Withhold Funds
Under the umbrella of CADTREE LIMITED, games certified for fairness by eCOGRA, with $50 minimum withdrawals. I always like to see the reassuring sign of eCOGRA affiliation but the withdrawal minimum's a bit high and isn't ideal for modest stakes.
The Best? Low deposits are welcomed, with a $10 minimum available with multiple methods (including Visa, MasterCard, American Express, iDebit, Apple Pay, InstaDebit, MuchBetter, PaysafeCard, Citadel, and Flexepin).
The Worst? This Ontario online casino has terms that it may arbitrarily change, and breaching them is deemed just cause for withholding player funds. I don't think this is likely to happen often but the uncertainty and arbitrary potential is a bit unsettling.

-
Ruby Fortune Ontario: Bilingual Site; Withdrawals are Slow
Part of the Ruby Fortune brand (dating to 2003), part of CADTREE LIMITED, endorsed by eCOGRA, games by Apricot/Games Global (formerly Microgaming), OnAir, and Pragmatic Play. I think eCOGRA approval is a great addition to appropriate licensing and means players can feel confident the games at this Ontario online casino are run on a fair basis.
The Best? While I'm an Anglophone it's worth remembering Canada's got plenty of French speakers, and not just in Quebec. Ruby Fortune not only has a French language version of the site, it has Francophone support by both live chat and e-mail, making it a great option for French Canadians living in Ontario.
The Worst? I've got to flag up unusually slow withdrawals. Cards and bank transfers are always slower than e-wallets, but up to 7 business days might be needed to cashout. Add to this a 96 hour pending period and a $4,000 weekly withdrawal limit and it's a serious annoyance.

-
Betway Ontario: Nice Low Deposit/Withdrawal Limits; UK Version had some Legal Difficulties
Owned by SGHC, managed by Cadway Limited, global betting brand with major sponsorship deals, founded in 2006 and later expanded into Ontario. I'm always glad to see independent auditor eCOGRA certifying a site, and mobile gamers can use apps to access the 1,100+ games.
The Best? I like the low minimum threshold for deposits and withdrawals (it's just $10 for each) which make this one of the best Ontario casinos for players who only want to wager a little.
The Worst? Betway in the UK has had some legal difficulties, being fined £11m (around $21m) for not meeting its obligation regarding anti-money laundering practices and responsible gaming. I've got to hope that the Canadian version of the brand hasn't inherited any of this bad behaviour.

-
Captain Cooks Ontario: Low Deposits Welcome, but Apollo Fined for Failings
Operated by Apollo Entertainment Ltd., affiliated with eCOGRA, games from Games Global, Pragmatic Play, and more. I like the eCOGRA association, which means players can trust the 1,000+ games are on the level.
The Best? Players are able to play by depositing just $10 ($5 for the initial welcome deposit). I think this makes it among the better Ontario online casinos for players who want to dip their toe in without having to deposit a large sum.
The Worst? In 2023 Apollo Entertainment was fined for failings related to responsible gambling. Safe gaming tools (limits, self-exclusion etc) are critical and I always dislike seeing their absence as it makes it harder for players to stave off problems.

-
Casino Classic Ontario: From Apollo Fined to Stronger Responsible Gambling Tools
Part of Casino Rewards Group, founded back in 2000, Ontario branch registered under Apollo Entertainment, games from Games Global and Pragmatic Play, certified by eCOGRA.
The Best? I like the fact that there's a self-assessment test for players to give them a chance of detecting problem gambling early. This, plus limits and the possibility of self-exclusion, are a definite perk.
The Worst? There are allegations of a player losing $2m, with no steps taken to intervene by the owner. I find this alarming and it led to a $100,000 fine for Apollo (note the incident may have happened at a different casino). Thankfully, the casino has a very healthy approach to responsible gambling.

-
Grand Mondial Ontario: Old School but Top-Rated Casino
Owned by Apollo Entertainment Limited, eCOGRA association, games by Games Global, Pragmatic Play, Evolution, and more. I've got to acknowledge the site looks a bit old hat but it's still easy to navigate and the gaming array is bang up to date.
The Best? It's the top ranked company on TrustPilot in both the Online Casino Or Bookmaker and the Casino categories, with 74% of ratings being 5 stars. I also like the fact the casino routinely replies to ratings, thanking the good ones and offering advice/help for those who have encountered problems.
The Worst? While live chat is very quick I can't say I'm a fan of using chatbots rather than actual humans. It might be old-fashioned but I much prefer talking to a person than an algorithm.

Luxury Casino Ontario: Multiple Software Developers but Slow Withdrawals
Part of Casino Rewards Group, established in 2000, eCOGRA affiliation. Plenty of players love multi-developer sites and I've got to praise Luxury Casino Ontario for having more than its fair share. This has helped make it a popular pick for high rollers.
The Best? According to CasinoGuru there's no win limit at Luxury Casino, which is always something that appeals to me. But it is slightly offset by...
The Worst? Withdrawals can be slow, with a 48 hour pending period. I think that's too long by itself, but there have also been complaints of delayed payments. And withdrawals may be limited to $4,000 per week.

Yukon Gold Ontario: Highly Rated but Beware Spam
Managed by Apollo Entertainment Ltd., eCOGRA approval, Ontario arrival in 2022. Yukon Gold Ontario has over 1,000 games for Ontario players, many from Games Global and Pragmatic Play, but only half a dozen or so supported banking methods.
The Best? Many casinos have a poor to atrocious rating on TrustPilot but Yukon Gold's got an impressive 4.3 stars average with 71% of reviews there being 5 stars. And I should stress this is a lot of reviews, with well over 6,000 ratings.
The Worst? One of my pet hates is spam from businesses who take self-promotion e-mails to the extreme, and this has been the experience of some Canadian players with Yukon Gold Ontario. It isn't the end of the world but it is a needless annoyance.

-
Zodiac Casino Ontario: Overblown Self-Promotion but Swift and Helpful Support
First founded in 2000 before expanding to Ontario, owned by Apollo Entertainment, eCOGRA affiliation, over 1,000 games. The gaming library comes from a plethora of top developers, there's a reasonable range of financial systems, and I like the comprehensive responsible gambling tool set.
The Best? Any site can have tech problems so it was heartening to see Zodiac Casino is one of the best Ontario casinos when it comes to rapid and helpful customer service. While there have been some complaints, I was pleased to note a pattern of resolution and rapid responses.
The Worst? Excessive self-advertising can be annoying, and some have found the casino guilty of sending a flood of promotions their way. I advise setting up limits to ensure not getting carried away.

-
LeoVegas Ontario: Wide Range of Customer Support Channels; has Incurred some UK Fines
Subsidiary of MGM Resorts International, founded 2011 (Ontario 2022), over 2,000+ games, small range of banking methods. The casino's safe and secure, and I'm always glad to see a solid suite of responsible gambling tools.
The Best? I like the range of support options, which include not only the regular live chat/e-mail channels but also a telephone line, and help can be reached via social media too.
The Worst? Repeated legal woes always make me uncomfortable, and LeoVegas has had its share. In 2018 it was fined by the UK Gambling Commission (£600,000 (C$1,106,678)) and it happened again in 2022 (£1.32 million (C$2.4m)). The former was for promoting itself to self-excluded players and the latter for AML and social responsibility failings, both of which are unsettling.

-
Bwin Ontario: Fined in Multiple Nations, Large Number of Progressive Jackpots
Owned by ElectraWorks Maple Limited (part of Entain Group), impressive array of contributing game developers, audits conducted by Entain. I always like seeing a site conducting audits, although it's better when an independent third party performs them.
The Best? Progressive jackpot hunters will love the 125 progressive jackpots available here, among the highest number I've seen at an online casino.
The Worst? Getting fined never sits well with me and receiving fines in multiple nations looks like a bad habit. Bwin might top the Ontario online casinos list for most countries from which a fine has been given, including the UK, Spain, and the USA.

Magic Red Ontario: Withdrawals Good for Smaller Bettors; Bad for High Rollers
Registered under Aspire Global Communications, approved by iTech Labs, top game developers such as NetEnt, Games Global, and Evolution. I've seen multiple big fines in the UK against Aspire Global Communications, but nothing directly linked to Magic Red.
The Best? Minimum withdrawals of just $10 make this a friendly site for smaller stakes bettors, who don't need a huge win to withdraw their profits.
The Worst? There have been complaints about withdrawal processing failures, including with Interac and bank transfers. I also dislike the $7,000 monthly withdrawal cap. While the casino's withdrawal approach is ok for smaller bettors, those who prefer betting (and winning) big might prefer to look elsewhere.

Casino Days Ontario: Responsible Gambling Commitment; Few Ways to Withdraw
Launched in 2020, owned by White Star B.V., independently audited, 50+ developers. I like multi-developer sites for the extra diversity in gaming, and Evolution, NetEnt, Play'N Go and more studios besides means there's a lot to enjoy.
The Best? I'm reassured by the commitment to responsible gambling, and this Ontario online casino has a comprehensive array of tools to help players stay safe while betting.
The Worst? Banking methods are a weak spot, with only half a dozen available and only three ways to withdraw. I think this is either a deal-breaker or no concern at all, depending whether your preferred method is on the list. Note that there have been complaints about slow withdrawal processing too.

-
FireVegas Ontario: Nice and Low Transfer Limits but Players Report Withdrawal Woes
Launched 2022, owned by White Hat Gaming, 81 studios, registered under TWHG Inc. There's a broad range of developers which I always like to see, from big beasts such as Pragmatic Play to smaller studios like Flip Five Gaming.
The Best? Deposits can be as low as $10, with minimal withdrawals of $20 making this a good option for players who don't like big wagers. I should note there's a weekly withdrawal limit but at $10,000 it's not too bad and can be increased by request.
The Worst? I don't like waiting for withdrawals and a 2 day pending period is on the high side. In addition, full KYC verification is required and there have been complaints from players in this area (stalling tactics etc).

-
High Flyer Ontario: Small Games Selection but Great Customer Service
Owned by Ellipse Entertainment, six-tier VIP program, $2,000 monthly withdrawal limit. The withdrawal limit strikes me as really too low for the modern world, and while it can be exceeded this requires e-mailing the site. It's well-designed but is that enough to offset this limitation?
The Best? I'm impressed by the customer service, with not only friendly and prompt responses on live chat but other channels including e-mail, telephone, and Instagram.
The Worst? Among the gaming developers of this Ontario online casino is Hacksaw Gaming, which has been struck with a SEK 2.6m (C$371,000) fine for non-compliance. Couple this with just 370 games from a pair of developers and I've got to say that the gaming library is looking thin compared to the competition.

-
Party Casino Ontario: Large Jackpot Games selection Thwarted by Technical Problems
Founded 2006, owned by ElectraWorks Limited, tested by eCOGRA, over 1,000 games. Independent auditing by eCOGRA is always a good first impression, but not enough to guarantee a spot on the best Ontario casinos list. I've got to say there are enough downsides that this site isn't in the top tier of options in the province.
The Best? There are over 250 progressive jackpot games, which is an impressive number. I also like the multi-developer approach, with 14 contributing studios.
The Worst? One of the weirdest and worst problems I've encountered at online casinos in Ontario is here: lag and freezing with various games. Couple this with slow customer support and it's a recipe for frustration.

-
Spinaway Casino Ontario: Great Diversity but Poor TrustPilot Rating
Falling under the umbrella of Ngame N.V., Spinaway Casino is fully licensed by the AGCO, and home to thousands of games. The purple hues are a nicely distinctive style and navigation is slick, plus there's an impressive array of slots (1,707 at the time of writing).
The Best? I like diversity in gaming and there's a huge variety of software developers contributing to the slots, including Pragmatic Play, Play'n Go, Blueprint, Games Global and many more.
The Worst? A very high 84% of TrustPilot reviews giving 1 star, often citing payment/withdrawal difficulties, doesn't exactly inspire me with confidence.

Lucky Days Casino Ontario: Great Live Casino; Limited Live Chat Hours
Lucky Days Casino is operated by L7 Entertainment Ltd., 127 live casino games, over 2,300 slots, supports English and French. With a wide range of both slots and live tables from numerous developers, there's plenty to keep players amused. The jackpot section is a bit on the dinky side, though, with just 10 games.
The Best? An extensive live casino is always nice, and I like the broad range of stakes. You'll find tables with bets ranging from pocket change to $1,000, ensuring fun for high rollers and modest bettors alike.
The Worst? AskGamblers indicate that live chat customer service is only available for business hours rather than 24/7, which is always something that grates with me. If a casino's open for betting it should be open for customer service too.

-
PlayOJO Casino Ontario: Award-Winning Casino with No Withdrawal Limit
Multi-award winning casino, independently audited by iTech Labs, large range of top software developers. PlayOJO's contributing developers reads like a Who's Who of casino gaming, and includes big guns like Evolution, NetEnt, Games Global, Playtech, Play'n Go, and more. Naturally, it's licensed by the AGCO and on the iGO list of approved operators, and independent auditing is great to see.
The Best? No withdrawal limit is always welcome, as there's nothing more frustrating than winning a fortune and having to slowly withdraw it over weeks.
The Worst? While the casino's front page boasts of the lack of a withdrawal limit a large win ($5,000+) may need a longer processing time to verify a win (because this could involve a third party).

How I've Rated The Ontario Casinos Above?
I put a lot of work into rating and reviewing the licensed online casinos in Ontario. I've looked at the companies themselves to see if there have been any legal issues they're trying to hide and to see if they've been fined. If they have, I'm including the reasons for the fines and the amount fined in my reviews.
I've also checked to ensure that the amount of deposit options being offered are comparable against other Top Ontario casinos. The same goes for the withdrawal options too. There's no point in having 12+ ways to deposit money if you can only cashout your winnings two or three ways.
Another thing that's a bit unique to my reviews is that I am doing my utmost where possible to list the exact number of games available. A lot of affiliate sites don't mention this and just give a ballpark figure. I've actually, on numerous occasions, manually counted all the games at the casino. It's time consuming, but it does mean you get the correct information. There's a difference between 1,000+ and 1,762 games!.
There are other things I look at which most affiliate sites will cover such as responsible gambling, safety protocols, mobile gaming, etc., but I've also taken things to another level with a special feature that you'll find on all my reviews for Ontario online casinos and this is section called 'Player Beware'. This exclusive Top10Casinos section is where I provide you with warnings that others won't. If there's something you need to be aware of in relation to a brand, you'll find it prominently displayed here.
Now that you know how I've rated all the Ontario casinos above, why not give them a read and see if I've covered everything. If there's something you'd like to see, by all means get in touch and I'd be happy to add it.
Ontario Casino Bonuses - What Types Are Available?
Ontario online casinos do offer bonuses although I am prohibited from going into details about them in any of my reviews due to regulation requirements by the AGCO and if you want to find out the specifics you are required to visit the casino website. In saying that, I can let you know the types of bonuses and promotions that you can expect to find.
No Deposit Bonuses
By far the most sought after (I love a good no deposit bonus) these are special offers designed to encourage new players to create an account. There are a number of Ontario casinos on my list that have them including Classic and Kingdom. The key word of course is 'no deposit' meaning you get to play real money games without having to make a deposit first. My experience has found that while these are great, the wagering requirements and the max cashout limits are usually terrible.
Signup Bonuses - Deposit Matches & Free Spins
All the licensed online casinos in Ontario have sign up bonuses. These are reserved for new players and can consist of percentage deposit matches up to a fixed amount and deposit matches with free spins. Again, I have found that checking the wagering requirements and any cashout limitations is key to finding the best bonuses. Sometimes what looks great isn't all it's cracked up to be when you read the actual terms and conditions.
Ontario Casino Games - Great Variety & Top Software Providers
One thing I've thoroughly enjoyed when testing the different Ontario online casinos is the games. Like any online casino you're going to find a full library along with slots, table and card games, specialty games, and live dealers. I always look for free demo play so I can see what's on offer before I create an account and advise caution if this is missing or if the casino doesn't even let you see the games you can play without opening an account first (I'm looking at you Jackpot City).
Slots - Online Gaming's Top Attraction
Who doesn't enjoy spinning the reels? I'm a big fan of Pragmatic Play's Big Bass series of slots at the moment and most of the top Ontario casinos I've reviewed have these games. The fisherman and those coin collect symbols are a cool mechanic and I love the new features that are added with each new game.
Besides Pragmatic Play slots, I've also found a great deal of Megaways and Bonus Buys from other software providers and of course there's Games Global for all the Mega Moolah fans. I have yet to hit the Mega jackpot but I'm always hopeful. New games are released every month which is another reason I think slots are so popular, you have no fear of getting bored.
Blackjack - Easy to Learn but Hard to Master
This is my personal favorite out of all the casino card games. I enjoy the anticipation and I like testing out different strategies. It also has pretty good odds. I have found that Ontario casinos, especially those with Games Global, have a solid range of blackjack variants like Atlantic City, Vegas Strip, and multi-hand variants. I'm also partial to playing with the live dealers. It feels real and I like being able to chat as well and add on some side bets for a little extra excitement. I've found LeoVegas Ontario has a great live dealer section.
Roulette and More - Including Crash Games
You can probably tell which games I prefer as they've gotten their own headings, but I am also trying to prevent this page from getting so long that your finger aches from scrolling. Roulette is a popular choice with American, European, and even French Roulette at Ontario casinos. I always prefer roulette with live dealers for some reason, but there are some good RNG versions too.
Scratch cards, Instant win, keno, craps, bingo, you name it, I've seen it, and played it during my tests of the licensed casino sites in Ontario. I've also found that I really enjoy crash games. These are relatively newish (in popularity anyway). Spribe released Aviator back in 2018 but I've only really seen these types of games being popularised in the past three years. If you like speed and risk, they are definitely the ones to try.
